Policy capacity: evolving theory and missing links

We trace the evolution of understandings and applications policy capacity through a meta-analysis studies in administrative sciences that focus on definitions or conceptualizations capacity, capability competency, political resources functioning systems, variables mechanisms leading to outcomes. critique disentangle common operationalizations, such as success failure, enable more complete assessments whether state’s has diminished recent times, often is suggested. Previous research concentrated two key properties “supply” responses, namely sufficiency changes over time across contexts. argue there needs be consideration societal demands governments governance systems (dis)equilibrium between demand supply generation.
